The Action

The central focus of the Action is the establishment of a digital Observatory on employment and labor market resilience issues in the countries of the European South. The goal of the Action is on the one hand to develop a set of tools for data visualization and analysis (the Observatory itself, the indicators to be calculated, etc.), and on the other to develop the capacity to offer specialized analysis services to stakeholders/businesses. 

More specifically, the Action investigates the various forms of labor and spatial restructuring in modern economies. Emphasis – as far as forms of labor restructuring are concerned – is placed on flexible forms of work, especially in new contexts such as sharing economies, the gig economy, and remote employment. As regards forms of spatial restructuring, the emphasis is on urban gentrification and the touristification of the productive base, as seen in the Mediterranean European South in recent decades. These are studied in the context of broader restructuring due to pandemic and other crises in capital flows, and supply and value chains. 

The analysis refers to two spatial levels. The national level studies (restructuring) in value chains and supply chains. At the regional level, labor markets and the footprint of the pandemic crisis are studied (through case and death data collected and classified by the Research Team). At the regional level, touristification processes are also studied, through data on accommodation and tourism workers, tourist arrivals and overnight stays and tourism expenditure.

At the end of the project, the proposed structure will operate under the new regulatory framework, harmonizing the specifications of the collected and classified data with the existing regulatory framework, the European General Data Protection Regulation (GDPR), and the prerequisites for obtaining the Core Trust Seal Certification, so that the “Observatory of Technologies and Analyses for Employment and Resilience in the Euro-Med area” will be a database of certified specifications.

The action aims to introduce and consolidate the systematic, longitudinal and in-depth study of the transformations of human labor and production, with emphasis on issues of resilience and flexible employment, using geospatial tools and systematic analysis through complex indicators. The structure will take the form of an Electronic Observatory, which will offer the possibility of specialized analysis and information to a wide range of users.

The Economic Geography, Regional Development and Territorial Planning Laboratory, in particular the Research Group on Geography of Employment, is a very active part of the Department of Geography of the University of the Aegean. In recent years, it has participated in a number of research projects, most importantly the EEA-funded "YOUTHShare - A Place for Youth in Mediterranean EEA: Resilient and Sharing Economies for NEETs" (implementation period 2018-2022), and the "Participatory action research to address un/under-employment at the local level", which has been successfully completed (2015-2017). The Laboratory's experience in research on employment issues is long-standing, and is also documented by a number of publications on relevant fields (indicatively Gialis et al (2018), Gourzis et al (2019), Gourzis and Gialis (2019)). The Laboratory is highly active in terms of international collaborations, having conducted joint research with institutions/departments such as the Department of Geography at the University of Georgia, US, as well as with the Work Research Institute of Oslo and Akershus University College of Applied Sciences, Norway.
